The Flags and National Emblems (National Flag) (Amendment) Act 2003

An Official Act of the Government of the Great Commonwealth of the Ibrosian Democracy

AN ACT to provide for the use of the Ibrosian Cross as a National Flag.

 

Should it be enacted by the will of the majority of the people of the Great Commonwealth of the Ibrosian Democracy, this Bill shall be passed into law with the particulars stated herein:

 

1. THE NATIONAL FLAG – (1) Section 2(1) of the Flags and National Emblems Act 2002 (‘the 2002 Act’) shall be amended to read:

 

The National Flag of the Great Commonwealth of the Ibrosian Democracy (the “National Flag” shall be a banner in 1:2 proportions, with two half-sized horizontal stripes. The top stripe shall be basic sable, with the lower in gules, as displayed in Schedule Two of this Act. Alternatively, a banner in 1:2 proportions which shall be defined as ‘sable, a cross gules’ may be displayed and granted equal status as a National Flag”.

(2) All national flags specified within Section 2(1) of the 2002 Act shall be considered National Flags of the Great Commonwealth of the Ibrosian Democracy and shall be given equal rights and status according to law.

(3) There shall be no requirements to fly either of the national flags particularly, with the exception of situations where it would be beneficial for cultural or historical reasons.

 

2. THE NATIONAL ARMS – (1) Section 1(1)(b) of the 2002 Act shall be amended to read:

“the national coat of arms for the Great Commonwealth of the Ibrosian Democracy (the ‘national arms’) shall be defined in law as ‘sable, a cross gules fimbricated argent’ and bearing the motto ‘To be rather than to seem’ in the Iboroseóean language.

(2) Any historical coats of arms awarded to the Great Commonwealth may be considered official seals of state for the purpose of use on official documents.

(3) Schedule one of the 2002 Act is hereby repealed.

 

3. OTHER ARMORIAL MATTERS – (1) All grants of arms not mentioned in Section 2 shall remain the same unless the Lord Herald, King of Arms should decide otherwise.

(2) It shall be unlawful for any holder of a grant of arms to alter said grant to reflect the new national arms without the consent of the Lord Herald.

 

4. SHORT TITLE AND COMMENCEMENT – (1) This Act may be cited as the Flags and National Emblems (National Flag) (Amendment) Act 2003.

(2) This Act shall come into effect upon its passing by the grande éhoi and its authorisation by the Returning Officer.
