The Legislative Review Act 2003

An Official Act of the Government of the Great Commonwealth of the Ibrosian Democracy

AN ACT to repeal laws which have fallen into disuse.

 

Should it be enacted by the will of the majority of the people of the Great Commonwealth of the Ibrosian Democracy, this Bill shall be passed into law with the particulars stated herein:

 

1. REPEALS –- the following Acts of Parliament are hereby repealed --

                (a) the Treason Act 2001.

                (b) the Internet Regulations Act 2001.

                (c) the Overseas Citizens, Colonialisation and Naturalisation Act 2002.

                (d) the Micronational Recognition Act 2002.

 

2. PARLIAMENTARY HANSARD – (1) It shall hereby become necessary to maintain the Office of National Records, Stationery and Hansard’s website, containing all applicable statutes of the Great Commonwealth in a manner which can be assumed to be up-to-date by a period of no greater than seven days.

(2) This shall be enforced by the Great Commonwealth Minister of State for the Interior.

 

3. AMENDMENTS – (1) The Freedom of Information Act 2001 shall be amended in the manner outlined in Schedule One to this Act.

(2) The Ministerial Veto Act 2001 shall be amended in the manner outlined in Schedule Two to this Act.

 

4. SHORT TITLE – (1) This Act may be cited as the Legislative Review Act 2003.

(2) This Act shall come into effect upon its passage by Parliament and authorisation by the Returning Officer.

Schedule One

 

AN ACT to allow for the protection of sensitive information.

 

1. LEGISLATION – (1) The right of citizens to view enacted legislation shall not be infringed.

(2) All legislation shall be available via the Office of National Records, Stationery and Hansard’s website; from the Commonwealth Central Library in Nova Britannia for viewing and to purchase from the National Executive at a cost no greater than £1 GCP.

(3) All information presented before any legislative or executive body is protected by Commonwealth Copyright and available to all citizens.

 

2. CLASSIFICATION – Information classified under the applicable legislation shall be exempt from Section 1(3).

 

3. INTERPRETATION – For the purposes of this Act –

‘Legislation’ shall be defined as Act of Parliament, Proclamations of the Wéthenágemoté, Acts of the Provincial Assemblies, Secondary legislation: statutory instruments and orders in council, all resolutions and motions passed by Parliament or a local legislature.

 

4. SHORT TITLE – (1) This Act may be cited as the Freedom of Information Act 2001.

Schedule Two

 

AN ACT to allow for Ministerial vetoes on legislation.

 

1. GENERAL PROVISIONS – (1) Any Minister of State, the Prime Minister or First Secretary of State shall have the power to delay the vote on an Act of Parliament for the period of one Parliamentary Session with the consent of the Prime Minister and announced in statutory instrument to this Act.

(2) A Parliamentary Session shall be considered to be one sitting of the grande éhoi.

(3) Ministers of State shall only hold power to veto legislation should a provision therein be directly related to their ministerial portfolio.

(4) Justifiable cause must be given for any veto, limited to ---

                (a) Protection of national security, public safety or national integrity.

                (b) Protection of foreign affairs.

                (c) Investigation into the constitutional nature of such legislation.

                (d) Protection of national interests.

 

2. SHORT TITLE – (1) This Act may be cited as the Ministerial Veto Act 2001.
