The
Strathclyde Treaty Order
A Statutory Instrument of the Great Commonwealth of the Ibrosian Democracy
Done at the Court of Commonwealth House, Nova Britannia upon the Twenty-Eighth Day of August, Twenty-Hundred and Two AM
Whereas it has become beneficial to the Great Commonwealth to make treaty with the state of Strathclyde;
Now Therefore, by powers conferred upon the His Excellency, the Prime Minister of Parliament by Article III of the Micronational Recognition Act 2002, His Excellency hereby sees it fit and proper to order the following: -
1. –(1) This order may be cited as the Strathclyde Treaty Order 2002
(2) The day appointed for the coming into operation of the Strathclyde Treaty Order 2002 is the day after the day on which the Order is made.
2. –(1) The treaty, assented to by the Prime Minister of Parliament and his Secretary of State and contained within Schedule One of this Statutory Instrument, shall be enacted into the laws of this Great Commonwealth.
(2) The Prime Minister of Parliament wishes to note the co-operation of His Excellency, Mark Colquhoun, President of Strathclyde and His Excellency, John T Powell, Prime Minister of Strathclyde

TREATY
OF MUTUAL RECOGNITION BETWEEN THE GREAT COMMONWEALTH OF THE IBROSIAN DEMOCRACY
AND STRATHCLYDE
The High Contracting Parties:
STRATHCLYDE
GREAT COMMONWEALTH OF THE IBROSIAN DEMOCRACY
Article 1.
By this Treaty, the High Contracting Parties establish among themselves
diplomatic relations.
Article 2.
The High Contracting Parties shall secure to everyone within their
jurisdiction the rights and freedoms defined in the Universal Declaration of
Human Rights 1948 and in the European Convention for the Protection of Human
Rights 1950.
Article
3.
1. Strathclyde hereby
recognises the Great Commonwealth of the Ibrosian Democracy as a sovereign,
independent and democratic state under International Law for all intents and
purposes.
2. The Great Commonwealth of the Ibrosian Democracy hereby recognises
Strathclyde as a sovereign, independent and democratic state under
International Law for all intents and purposes.
3. In this Treaty,---
"Strathclyde" shall be construed as referring to the micronation
comprising
only the former unitary regional authority areas in Scotland of Strathclyde,
and Dumfries and Galloway, but not including the territory of the Great
Commonwealth of the Ibrosian Democracy as defined below:
"Great Commonwealth of the Ibrosian Democracy" shall be construed as
referring to the State comprising only the Province of Nova Britannia, (that is
to say the lands and properties of Commonwealth House and other appropriate
buildings within the property of the same and the historical site of The South
Mound, formerly within the village of Houston in the county of Renfrewshire,
Strathclyde) and the Province of Redéke Island and Dependences (that is to say
all three of the Isles within the Knapps Loch, formerly within the village of
Kilmacolm in the county of Inverclyde, Strathclyde).
4. Strathclyde hereby
affirms that it does not presently, and shall not at any time in future,
exercise sovereignty over, or claim all or any part of, the territory of the
Great Commonwealth of the Ibrosian Democracy, or claim any Ibrosian citizen as
a Strathclyde citizen; likewise, the said Great Commonwealth hereby affirms
that it does not presently, and shall not at any time in future, exercise
sovereignty over, or claim all or any part of, the territory of Strathclyde, or
claim any Strathclyde citizen as an Ibrosian citizen.
Article 4.
The High Contracting Parties
shall secure to their citizens free movement between their respective
territories at all times.
Provided that nothing in this Article confers Strathclyde citizenship or the
right of abode in Strathclyde upon the citizens of the Great Commonwealth of
the Ibrosian Democracy.
Provided also that nothing in this Article confers Ibrosian citizenship or the
right of abode in the Great Commonwealth of the Ibrosian Democracy upon the
citizens of Strathclyde.
Article 5.
1. Strathclyde, being a
neutral state, shall not ally itself with the Great Commonwealth of the
Ibrosian Democracy but shall be free to take such measures as it shall deem
expedient to maintain diplomatic relations between itself and said Great
Commonwealth, and shall take all measures within its power to protect and
defend the citizens of said Great Commonwealth who shall be within Strathclyde
at any time during which said Great Commonwealth shall be engaged in war or
hostilities with any other State.
2. The Great Commonwealth of the Ibrosian Democracy shall not ally itself with
Strathclyde but shall be free to take such measures as it shall deem expedient
to maintain diplomatic relations between itself and Strathclyde, and shall take
all measures within its power to protect and defend the citizens of Strathclyde
who shall be within the Great Commonwealth of the Ibrosian Democracy,at any
time during which Strathclyde shall be engaged in war or hostilities with any
other State.
3. Strathclyde hereby affirms that it will not attack or invade the Great
Commonwealth of the Ibrosian Democracy, or otherwise violate the territorial
integrity or national sovereignty of the same, or harm the person or
interests of any citizen of the same.
4. the Great Commonwealth of the Ibrosian Democracy hereby affirms that it
will not attack or invade Strathclyde, or otherwise violate the territorial
integrity or national sovereignty of the same, or harm the person or
interests of any citizen of the same.
Article 6.
The High Contracting Parties
equally recognise that sovereignty in each of their jurisdictions derives
solely and alone from the People and from no other source. For this reason, the
death penalty shall remain a matter of domestic legislation for the Great
Commonwealth.
Article 7.
There shall only be required a visa by any citizen of either of the High
Contracting Parties for his travel between the same High Contracting Parties.
Nevertheless, both High Contracting Parties shall not impose obstacles in front
of a visa request by a citizen of the other High Contracting Party.
Article 8.
Notwithstanding that
citizenship is not conferred under any circumstances by this Treaty, it shall
be lawful for the citizens of one High Contracting Party to travel to the other
High Contracting Party to work there or reside there:
Provided always that any such period of residence or work shall amount to
not more than one year at any one time.
Article 9.
2. The Prime Minister of
Parliament of the Great Commonwealth of the Ibrosian Democracy and the
Government (or any member thereof) of said Great Commonwealth shall enjoy full
sovereign immunity whilst within the jurisdiction of Strathclyde.
2. The Ambassador of the Great Commonwealth of the Ibrosian Democracy, any
member of his diplomatic staff, or any other diplomat of any rank of said Great
Commonwealth shall enjoy full diplomatic immunity whilst within the
jurisdiction of Strathclyde.
3. The President of Strathclyde, the Prime Minister of Strathclyde, and the
Government (or any member thereof) of Strathclyde shall enjoy full sovereign
immunity whilst within the jurisdiction of the Great Commonwealth of the
Ibrosian Democracy.
4. The Ambassador of Strathclyde, any member of his diplomatic staff, or any
other diplomat of any rank of Strathclyde shall enjoy full diplomatic immunity
whilst within the jurisdiction of the Great Commonwealth of the Ibrosian
Democracy.
5. Nothing in this Article shall apply to the commission of treason or spying
against Strathclyde or against the Great Commonwealth of the Ibrosian Democracy
respectively by any of the persons heretofore mentioned.
6. In Strathclyde, the
websites or any other virtual property which shall together constitute the
Embassy of the Great Commonwealth of the Ibrosian Democracy shall be deemed for
the purposes of this Article to be part of the territory of said Great
Commonwealth and as such shall be treated as being under the sole jurisdiction
of said Great Commonwealth; in said Great
Commonwealth, the websites or any other virtual property which shall together
constitute the Embassy of Strathclyde shall be deemed for the purposes of this
Article to be part of the territory of Strathclyde and as such shall be treated
as being under the sole jurisdiction of Strathclyde.
7. The High Contracting Parties hereby declare their assent to the Vienna
Convention on Diplomatic Relations 1961, and their affirmation to abide by all
and sundry the provisions of the same.
Article 10.
Upon the signing of this
Treaty by the President of Strathclyde and the Prime Minister of Strathclyde,
by the Prime Minister of Parliament of the Great Commonwealth of the Ibrosian
Democracy and the Secretary of State of said Great Commonwealth, there shall
be---
2. Established in Strathclyde an Embassy of the Great Commonwealth of the
Ibrosian Democracy, which shall be occupied by an Ambassador appointed by the
Prime Minister of Parliament of said Great Commonwealth and received by the
President of Strathclyde:

the Great Commonwealth of the Ibrosian Democracy.
